Toluca Lake's housing stock
According to the city's SurveyLA historic resources report, Toluca Lake Park, one of the neighborhood's earliest subdivisions, was established in 1923 on the former homestead of William Klump. The same report describes the area as developed with single-family homes from the 1920s through the 1950s, and it identifies a number of Tudor Revival residences from the 1920s and 1930s as outstanding examples of the style, many of them in Toluca Lake Park.
Across the wider community plan area, SurveyLA recorded houses in American Colonial Revival, Spanish Colonial Revival, Tudor Revival, Streamline Moderne and Mid-Century Modern styles. Each style has details that are hard to recreate once they are gone, such as steep roof pitches, plaster arches, divided-light windows and original tile, so we identify them at the start and decide with you which to restore, which to replicate and which can change.
Checking historic status before design
SurveyLA identified the Toluca Lake Park Residential Planning District but concluded that the area does not retain enough integrity to qualify as a historic district, noting that it may warrant special consideration in local planning. Toluca Lake is also not among the city's adopted Historic Preservation Overlay Zones, so for most houses here a remodel follows the standard zoning and building rules rather than a district preservation plan.
Individual houses are a different matter. If a home is a designated Historic-Cultural Monument, Office of Historic Resources staff review and approve proposed work before permits for alterations are issued, and the Cultural Heritage Commission reviews projects that affect monuments. Since a 2018 revision to the city's Cultural Heritage Ordinance, a monument application that has been deemed complete also places a temporary stay on permits for demolition or significant alterations, so we confirm a property's status before plans are drawn.
When a remodel becomes a floor area question
Most Toluca Lake lots sit on flat ground, and single-family lots outside a designated Hillside Area follow the floor area rules of the Baseline Mansionization Ordinance. Your parcel's ZIMAS profile confirms the zone and which rules apply, and we read it before the layout is drawn.
The extent of the remodel changes the paperwork. The LADBS plan check correction sheet for these zones, last revised in 2020, calls for a complete set of fully dimensioned plans, with area calculations for every structure on the lot prepared by a licensed architect or engineer, for additions of 1,000 square feet or more and for alterations where more than half of the contiguous exterior walls or roof are not retained. A deep remodel can cross that line, so we decide early which walls and which roof framing will stay.
Structure and systems in a period house
Houses of this age may sit on raised foundations with cripple walls and few or no anchor bolts. LADBS issues express permits for adding sill plate anchor bolts and plywood to existing cripple walls under the city's Standard Plan No. 1, with or without foundation replacement, for houses up to three stories, and a whole house remodel is a practical time to do it while floors and walls are open.
Original wiring, galvanized water lines, cast iron drains, wall furnaces and uninsulated walls can all turn up in houses from these decades, and LADBS allows insulation in the walls and floors of single-family homes under an express permit. In homes built before 1978, federal rules generally require firms paid to disturb more than small areas of painted surfaces to be EPA certified and to follow lead-safe work practices, which shapes how we take out old plaster and trim.
Working on a close-knit street
LADBS lists permitted construction hours of 7:00 a.m. to 9:00 p.m. on weekdays and 8:00 a.m. to 6:00 p.m. on Saturdays, with no work on Sundays, and violations can bring a misdemeanor charge. Within those hours, we plan deliveries, dumpster swaps and concrete pours to limit the time trucks block the street, and we let neighbors know ahead of the noisiest phases.
