    What counts as West Los Angeles

    City Planning's West Los Angeles Community Plan area covers about 4,565 acres, bounded generally by Centinela Avenue on the west, Wilshire and Santa Monica Boulevards on the north, National, Pico and Exposition Boulevards on the south, and Durango Avenue, Robertson Boulevard and Canfield Avenue on the east. It includes West Los Angeles, Century City, Pico-Robertson, Cheviot Hills, Rancho Park and Sawtelle. The current plan dates from the late 1990s.

    That plan is being rewritten. The Westside Community Plans Update, which also covers Palms-Mar Vista-Del Rey, Venice and Westchester-Playa del Rey, filed its environmental Notice of Preparation in February 2026 and proposes moving these areas to the city's new zoning code. As of 2026 it has not been adopted, so existing single-family zoning still governs remodels, and we check for changes before each submittal.

    The LADBS office on Sawtelle Boulevard

    West LA has its own LADBS Development Services Center at 1828 Sawtelle Boulevard, on the second floor, open weekdays from 9 a.m. to 5 p.m. LADBS lists express permits, counter plan check, expanded counter plan check and regular plan check among its services there, and because office services change, we confirm what is available before a visit. Inspections for the area are handled from a separate LADBS office on Wilshire Boulevard.

    Many submittals never need a counter visit. Through ePlanLA, LADBS accepts plans for plan check online, takes permit applications and lets applicants track progress, provided the drawings are submitted as scaled PDF files. We choose between online and in-person routes based on the size of the project and how quickly a plan checker's questions can be answered.

    Matching the permit path to the scope

    Simple work can go out as an express permit with no plan check. LADBS lists kitchen and bathroom remodels with no structural changes, same-size window and door replacements and re-roofing among the eligible work. Once a project changes the floor plan or alters structure, plan check is required.

    For small and medium projects, counter plan check reviews plans the same day they are submitted, and it covers one-story additions to and alterations of single-family homes and duplexes. Larger work goes to expanded counter plan check, where LADBS says plans are assigned within a few days of submittal, or to regular plan check, where plans come back within weeks depending on workload. On a whole-house remodel we usually keep the work under one plan-checked permit, splitting out an early express permit only when it genuinely saves time.

    R1 rules and the Cheviot Hills and Beverlywood variation zones

    A standard R1 lot outside a Hillside Area is limited to residential floor area equal to 45 percent of the lot, a flat ratio with no bonus. Upper floors must stay inside a 45 degree encroachment plane beginning 20 feet up at the front and side setback lines, and a tall side wall longer than 45 feet needs a five foot by ten foot offset. These rules matter most when a remodel adds space or raises a roof.

    City zoning maps show more of West LA's single-family land zoned R1V2 than standard R1. The city rezoned Beverlywood and North Beverlywood to R1V2 in 2017 and Cheviot Hills to R1V2 in 2018. In R1V2 the floor area ratio scales with lot size, from 55 percent on lots of 6,000 square feet or less to 45 percent on lots over 10,000 square feet, with a 30 foot height limit and an encroachment plane starting at 22 feet, so on smaller lots R1V2 can allow more floor area than standard R1, not less. Hillside Area lots follow the separate Baseline Hillside Ordinance, so parts of Cheviot Hills need a parcel-level check.

    Overlays that usually do not apply, and one that can

    There is no HPOZ in the West Los Angeles plan area, so most single-family remodels here avoid historic district review. The Exposition Corridor Transit Neighborhood Plan, which reshaped zoning near the Expo Line stations, exempts property zoned R1 or R2 from its project rules, along with interior-only work.

    Fire sprinklers are the citywide threshold to watch. When the value of additions and alterations made within a one-year period reaches 50 percent of the replacement cost of an existing one- or two-family home, the city requires sprinklers throughout. A gut remodel of an older Rancho Park or Sawtelle house can approach that line, so we estimate it before the scope is fixed.

    Running a remodel on a West LA street

    Many West LA lots are compact, with neighbors close on both sides, so staging, dumpster placement and deliveries are planned before demolition. Permitted construction hours under the city's noise rules run 7 a.m. to 9 p.m. on weekdays and 8 a.m. to 6 p.m. on Saturdays and national holidays, and Sunday work is not permitted.
